Skateboard Ghost from Care Bears: Caring Quest
Ghosts are mythical creatures that are implied to exist throughout the Care Bears world. Ghosts are first alluded to in Mystery of the Phantom.
Ghosts generally scare Care Bears, based on their reactions in Mystery of the Phantom and The Mystery of the Snickering Ghost. However, ghosts don't actually appear properly until Care Bears: Caring Quest, as the Snickering Ghost is just a trio of Whiffles, and the phantom (though described to be different than a ghost) is actually Grumpy Bear. The one ghost that does exist, the Skateboard Ghost, appears to be a friendly companion.
Ghosts are further alluded to in the belly badge of Ghosty Heart Bear.
